A Study of Occupational Shifts and Workforce Characteristics for Prince George's County The objective of this study, commissioned by the Prince George's County Planning Department of the Maryland-National Capital Park and Planning Commission (M-NCPPC), is to provide policy/decision makers with a better understanding of occupational changes and workforce development needs and to develop a strategy to meet these needs and promote regional growth and business development. To carry out the analysis, M-NCPPC retained the services of the Battelle Technology Partnership Practice, working together with the University of Baltimores Jacob France Institute and Market-Economics, Inc. The analysis undertaken included both in-depth quantitative assessments of industry workforce demand and labor supply in the county, along with outreach to industry, educational institutions, and government and economic development leaders encompassing one-on-one interviews and focus groups.
Technical Report: A Study of Occupational Shifts and Workforce Characteristics for Prince George's County This report serves as the technical report to the Study of Occupational Shifts and Workforce Characteristics in Prince George's County prepared for the Prince George's County Planning Department of the Maryland-National Capital Park and Planning Commission (M-NCPPC). This technical report provides a more detailed analysis of the quantitative and qualitative findings that are the underpinnings of the results of the study. The objective of the study is to provide policy/decision makers with a better understanding of occupational changes and workforce development needs, and to develop a strategy to meet these needs and promote regional growth and business development. This calls for a comprehensive assessment of the expected future workforce demands from likely industry drivers and a rigorous analysis of the county's capacity to meet these future needs.

Best Practices Survey for Economic Incentives (2011) This is a best practices survey and assessment of national and regional incentives for commercial office space attraction and development. The study will identify appropriate incentives and provide guidance on their application in order to attract commercial office space to the county, including necessary variations for transit centers.
Workforce Housing Market Study Update (2011) The 2008 Workforce Housing Study was conducted using census data for the period of 2000 through 2008. The purpose of this project is to update the Workforce Housing Market Study with data on current (2010) housing market conditions in the county (supply, demand, cost, foreclosures, affordability, etc.). Changes in the housing market since the previous study that impact the workforce in Prince George’s County will be highlighted.
Economic Development Toolbox Update (2011) The 2011 Economic Development Toolbox updates the 2008 Toolbox. The toolbox is a catalogue of resources and information about available government and private sector opportunities for support and assistance in economic development policies, strategies and projects. It provides a practical, readily accessible guide to elected officials, county agencies, local community and economic development practitioners, community technical assistance providers, private investors and developers, non-profits, community leaders, and the general public.
2009 Development Activity Trends Report for Prince George's County This 2009 report presents data and trends pertaining to rezoning, subdivision, and building activity that occurred during 2009. The review of development activity during 2009 provides a recent picture of growth trends in Prince George’s County. This report is intended to identify these trends and the direction of anticipated development. This document should prove useful for planning activities, including land use planning, facilities planning, and market analysis.
2009 Prince George's County Quality of Life and Community Indicators Study This 2009 study serves as a dynamic measurement tool that can support a variety of initiatives concerning the well-being of the people who live, work, play, go to school, or visit the county. This study presents subjective-qualitative and objective-quantitative indicators to monitor trends in economic, social, community, and environmental conditions in the county and the benchmark jurisdictions. Indicators are tracked, both positive and negative, to reflect the trends in education, health, employment, income, housing, and public safety in the county.
International Office and Warehouse Incubator Facility Feasibility Study This consultant study defines and evaluates the feasibility of establishing an international warehouse and office incubator at Steeplechase 95 International Business Park in Prince George’s County that would target the needs of (1) small- to medium-sized companies in and outside of Maryland engaged in global trade; and (2) foreign companies seeking to penetrate U.S. markets. The study examined economic and community development within the Enterprise and Foreign Trade Zones “inside the Beltway” during 2009 in accordance with the 2002 General Plan goals for the county.
Alternative Adequate Public Facilities Requirements and Review Procedures for Transportation This study evaluates the county’s public facilities requirements for transportation. Recommendations are given for alternative public facility requirements and alternative legislation that will provide flexibility for managing traffic congestion where current public facility requirements and practices conflict with other goals of a targeted growth center or corridor.
Housing Affordability Survey This countywide mail survey was conducted in spring 2008 to research the extent of housing cost burdens on residents, highlighting various population groups such as seniors, single-parent families, and selected groups of the workforce. The survey covers information regarding residents’ satisfaction with their current housing situations. It also solicited additional household information to assist with various county planning and policy initiatives.
Industrial Land Needs and Employment Study This study assesses county industrial employment, land-use patterns, and real estate market trends; explores the fiscal and economic impacts of industrial land use and employment; and includes an inventory and analysis of industrial and warehouse space in the county for 2009. The study provides essential information to support ongoing and future planning decisions regarding the designation and supply of industrial land to meet projected future demand.
Workforce Housing Market Study This 2008 study provides an assessment of workforce housing trends in the county and implications for projected demand. Policy recommendations are offered for the preservation and/or expansion of workforce housing to meet current and projected demand associated with population, economic growth, and escalating residential property values.

Prince George's County Biotechnology Research and Development Center Study This consultant study, which was completed in 2009, defined and evaluated the economic feasibility of establishing a biotechnology research and development center, inclusive of biomedical research, in Prince George's County, Maryland, to promote economic and community development. The consultant, ANGLE Technology Team, included RESI Research and Consulting at Towson University and Capital Development Design, Inc., a minority-owned civil engineering and land use firm in Beltsville, Maryland.
2008 Shopping Center Directory The 2008 Prince George's County Shopping Center Directory contains an inventory of shopping centers in the county with descriptive information and an analysis of county retail sales. The analysis examines past and recent trends, vacancy characteristics, new shopping center construction, and various shopping center types in the county. The directory includes basic data such as shopping center name, location, owner/developer, year opened, gross leasable area, leasing contacts, and tenant information.
2008 Economic Development "Cluster" Toolbox Update This toolbox provides information on finance, taxation, workforce development, infrastructure, and technical assistance tools available to the county to facilitate its current and future economic development programs.

Medical Mall Planning Study This 2007 study evaluates the feasibility of medical mall type uses as a potential tool to revitalize underutilized or vacant shopping centers in the county.
Report of the Senior Living Market Study This study provides an overview of the senior housing market in Prince George's County for 2006 and assesses the demand for senior housing in Prince George‘s County and the Washington metropolitan region.
Office Market Trends Study (2005) This 2005 report examines the trends and changes in the county’s housing market over time in an effort to provide planners, citizens, and public officials with both an up-to-date, comprehensive housing study and a logical point of departure in the development of strategic plans and realistic housing strategies.
Future of Agriculture in Prince George's County Study This study describes the transformation of agriculture and its potential in the county. The report suggests ways to retain sustainable agricultural land and protect farmers’ equity in farmland by promoting profitable farming. It recommends diversification and marketing strategies for farmers to transform agriculture into a viable industry.
Projects and Studies in Progress
Urban Agriculture (Spring 2012) Urban agriculture is increasingly being considered as a strategy to enhance food security and health, support community building, contribute to environmental management, and provide educational and recreational services. It is also a tool for economic development. This study will look at ways in which urban agriculture can be supported in the county and recommend solutions. Economic Conditions and Changing Needs of Older Prince Georgians (Summer 2012) This research will investigate the aging population of Prince George’s County. The objective is to identify the scope of their changing living conditions, the quality of life needs of residents who are 55 years or older, and the planning and policy implications. The research will present demographic and economic data regarding who they are, where they live, their incomes, characteristics of their households, and the challenges they face affording basics like food, housing, mobility, and health care, among other things. Current and projected future capacity of public and private sector programs and amenities for the elderly population will be examined and assessed. The economics, available community services, and other potential impacts on the growing number of active, healthy, elderly residents will also be assessed. Economic Generators and Catalysts Study (November 2012) The overall objective of this project is to develop a comprehensive analysis of the key economic drivers and catalysts for Prince George’s County to identify key, target high-growth sectors that will contribute to economic growth and development in the county; assess regional industrial and commercial real estate market activity; analyze the county’s key economic, competitive advantages and challenges in attracting these high-growth industries; and develop recommendations on a coherent strategy for the county to capitalize on its assets and address its gaps and needs for attracting and facilitating the development of these high-growth sectors. This study will build on the Envision Prince George’s Initiative that began in 2008 and the Occupational Shifts and Workforce Characteristics Study that is nearing completion. Growth Policy Update (TBD) Growth Policy Update will show the trends in growth areas, environmental protection, economic development, housing, transportation, infrastructure and public facilities, historic preservation, education, health, and public safety in Prince George’s County in the last three to eight years. These trends will show how well the county is doing in these areas as well as in meeting the goals of the 2002 Prince George’s County Approved General Plan .
