Subregion 5 Master Plan and Sectional Map Amendment

This plan amends the 1993 Subregion V Master Plan and SMA and contains policy recommendations that amend the 2002 General Plan.  Hard copies of the approved documents may be obtained from Planning Information Services (301-952-3208), Lower Level, County Administration Building, 14741 Governor Oden Bowie Drive, Upper Marlboro, Maryland.  

The Planning Board and the County Council held the joint public hearing for this project on March 31, 2009. There were 61 speakers and approximately 350 people in attendance. Staff subsequently prepared a digest of testimony that analyzed comments received at the joint public hearing in a document using the plan and SMA framework for its organization. The digest of testimony includes the exhibit numbers and testifiers, summaries of the testimony, staff analyses, identification of properties referenced in zoning change requests, and staff recommendations. This document was the subject of a work session with the Planning Board on June 18, 2009. On June 25, 2009, the Planning Board adopted the plan and endorsed the SMA with the adoption of PGCPB Resolution No. 09-109.

On July 20, 2009, the District (County) Council’s Committee-of-the-Whole held a worksession on the Subregion 5 Adopted Plan and Endorsed SMA. In this worksession the Council provided staff with a list of revisions to the endorsed sectional map amendment. 

The Adopted Subregion 5 Master Plan and Endorsed Sectional Map Amendment consists of the  Preliminary Master Plan and proposed SMA and the following documents:

On, September 9, 2009, the District Council approved the Subregion 5 Master Plan and Sectional Map Amendment (SMA). The approved plan and SMA consists of the adopted and endorsed documents along with District Council Resolution 61-2009

On October 20, 2009, an SMA revisory petition was filed for 76.3 acres known as the Hamptons property located within the boundaries of the approved Subregion 5 Master Plan and Sectional Map Amendment. The site is described as Parcels B, C, D, E, F, K, L, and Parcel 133 on Tax Map 45, located in planning area 85A on the west side of Dyson Road, approximately 500 feet north of its intersection with Brandywine Road. The petition requested that the subject property, zoned R-S and R-R, be placed in the M-X-T Zone. The SMA revisory petition hearing took place on November 17, 2009, and resulted in the District Council approving Zoning Ordinance 20-2009, which rezoned the subject property to the M-X-T Zone upon the applicant’s agreeing to one condition of approval stating that "prior to approval of any permits on the subject property, the owners shall obtain approval of a detailed site plan from the Planning Board and District Council."

On March 8, 2010, the District Council voted to approve Zoning Ordinance 3-2010, the revisory petition submitted by Jose Mararac, of MCQ Auto, the property owner. This decision reverts part of Lot 16 (0.5 acre) at 15717 Livingston Road in Accokeek to its pre-sectional map amendment C-M (Commercial-Miscellaneous) zoning. The property had been placed in the R-R (Rural-Residential) Zone in the 2009 sectional map amendment.
