Bowie State MARC Station Sector Plan and Sectional Map Amendment

The Prince George’s County Planning Department of The Maryland-National Capital Park and Planning Commission (M-NCPPC) has been directed by the Prince George’s County Council to develop the Bowie State MARC Station Sector Plan and Sectional Map Amendment (SMA). The study area includes Planning Area 71A and is located in the vicinity of the Bowie MARC station near the intersection of MD 197 and the railroad tracks. It generally covers an area within a mile and a half radius of the MARC station and includes approximately 219 acres of County-owned land. The sector plan will:

  • Implement the recommendation of the 2006 Approved Bowie and Vicinity Master Plan and Sectional Map Amendment to create a vertical mixed-use Community Center at the Bowie State MARC Station; and
  • Establish development policies consistent with the 2002 Prince George’s County Approved General Plan’s recommendations for centers.

This sector plan will identify the appropriate land use mix and intensities conducive to a transit-supportive Community Center in the Developing Tier and conducive to the expansion of the project area’s largest stakeholder – Bowie State University. It will evaluate transportation, environmental, public facilities, historic preservation, economic and design issues.

The 2002 Prince George's County Approved General Plan defines Community Centers as concentrations of activities, services and land uses that serve the immediate community near these Centers. Served by mass transit, these Centers typically include a variety of public facilities and services – integrated commercial, office, and some residential development – and can include mixed-use and higher intensity redevelopment. The 2002 General Plan designates three policy Tiers to guide future growth: the Developed Tier, the Developing Tier, and The Rural Tier, each with unique characteristics and opportunities. Each Tier is characterized by the intensity of residential and employment development. Generally, the Developed Tier contains the largest number of dwelling units and jobs per acre and the Rural Tier the least. The Bowie State MARC Station Sector Plan project area is located in the Developing and Rural Tiers. The vision for the Developing Tier is to maintain a pattern of low- to moderate-density suburban residential communities, distinct commercial Centers, and employment areas that are increasingly transit serviceable. The vision for the Rural Tier is protection of large amounts of land for woodland, wildlife habitat, recreation and agriculture pursuits, and preservation of the rural character and vistas that now exist.
