About HARPP

• HARPP is a program of the Department of Parks and Recreation, Maryland -National Capital Park and Planning Commission (M-NCPPC), designed for farm and forest landowners in Prince George’s County who want to preserve their land in the Rural and Agricultural Areas of the County for agricultural uses.
• Eligible parcels are 35 acres or more in size, or at least 20 acres in size if the parcel is adjacent to a park or existing preserved land. 
• HARPP purchases conservation easements from the landowner for a price per acre, after the landowner voluntarily enters the program. The landowner retains title and can continue to conduct normal agricultural activities on their land. 
• HARPP is a partnership between the M-NCPPC and the Prince George’s Soil Conservation District for funding, and administration of the program. 
• Approximately 3,875 acres have been preserved in Prince George’s County using HARPP funds.
