Developing and Implementing Formula 2040: A Master Plan for Parks, Recreation, & Open Space

The seminar is an opportunity to explore Formula 2040, which is the culmination of work that commenced in 2008 with a needs assessment project called Parks & Recreation: 2010 and Beyond. The “formula” in Formula 2040 is Parks + Recreation = Experience. The formula is a recognition that parks, recreation, and leisure programming is a major component of the Park Department’s mission. The plan establishes a framework that will assure the department can meet future parks and recreation programmatic and facility needs.

Presentation Goals

• How the needs assessment grew into Formula 2040.
• Identification of ways the two departments can work together to overcome implementation challenges and to capitalize on implementation
• Methods and results of the parks and recreation needs assessment completed for Prince George’s County in 2010.
• opportunities - whether through development review or community planning initiatives.
• Understanding of the history of park and recreation planning and the history of park and recreation planning in Prince George’s County.

Speaker / Instructor Biography

John Henderson is a Research and Evaluation Manager at the Prince George’s County Department of Parks & Recreation at The Maryland-National Capital Park and Planning Commission.

John Henderson has over 26 years of experience in parks and recreation, including 12 years with the Chicago Park District and 14 with The Maryland-National Capital Park and Planning Commission where he serves as research and evaluation manager in the Department of Parks and Recreation. John is a certified parks and recreation executive, attorney, city planner, public participation practitioner, arbitrator, and mediator. John holds a Juris Doctor degree from The John Marshall Law School; Bachelors in Community Planning from the University of Cincinnati; and a Certificate in Public Performance Measurement from Rutgers University. He is on the board of the Commission for Accreditation of Park and Recreation Agencies, serves on the professional examination test committee for the National Recreation and Park Association, and teaches courses on evaluation and public engagement at the national park and recreation director’s school.

Early in his career, John worked in Chicago as planner at Perkins and Will architects and engineers, was the director of planning and development for Harvey, Illinois, and was a planner for the Cook County, Illinois, Department of Planning and Development.
