Master Plan Evaluation Program (MPEP) Project
The Prince George’s Planning Department hired a consultant in 2024 to overhaul the Master Plan Evaluation Project, which kicked off on November 11, 2024. The goal is to complete a master and sector plan recommendation database to help track the implementation of actionable recommendations. The project is currently ongoing.
The Master Plan Evaluation Project (MPEP) is a key initiative of the Community Planning Division designed to track progress and measure the effectiveness of the County’s long-range planning efforts. Led by a consultant team, the project reviews comprehensive area plans, including master plans, sector plans, and transit district development plans, on a six-year cycle, as required by the County’s Zoning Ordinance. This regular evaluation helps ensure that planning goals remain aligned with community needs, development trends, and policy priorities. The current evaluation cycle officially launched on November 11, 2024. Prince George’s County has 37 active area master plans (including sector and transit district development plans).

Create an inventory of all active plan recommendations.

Determine which recommendations are no longer valid.
Ongoing – Determine which recommendations are no longer valid. Determine which recommendations conflict with Plan 2035. Conduct a qualitative analysis of each plan’s viability moving forward. Create a report for each plan showing general progress toward implementation, highlighting key implementation actions to date, development approval, and construction activity, identifying areas where updates to policies or strategies may be warranted, and identifying next steps.

- A project report is a snapshot of progress towards implementation, major successes, and remaining challenges to achieving a plan’s vision, goals, policies, and strategies.
What does a project card include?
- A summary of the area master/sector plan’s vision and goals.
- Progress of the area master/sector plan towards implementation.
- Key implementation actions to date.
- Current demographic and economic data.
- Development approval and construction activity.
- Identification of areas where updates to policies/strategies may be warranted.
- Challenges facing implementation.
- An outlook for the future (prognosis).
