A field tour of the Livingston Road Corridor was conducted by staff, representatives from the Conservancy of Broad Creek, and the consultant team on September 9.
A design charrette for the commercial corridor in Fort Washington along Livingston Road is being conducted. The study area runs along Livingston Road, west of MD 210 at Palmer Road, and is bounded to the south by Old Fort Road and Oxon Hill Road. This stretch of road is the entryway to the Broad Creek Historic District, which is located along Livingston Road, just south of the Old Fort and Oxon Hill Road intersection. Currently, this entryway does not provide an orientation that prepares residents or visitors to the historic district. The Broad Creek Historic District is listed in the National Register of Historic Places and is a local historic district in Prince George’s County, subject to the Prince George’s County Historic Preservation Ordinance (Subtitle 29).
This corridor features limited trees and landscaping, resulting in a predominantly commercial atmosphere with extensive parking lots and multiple curb cuts. In recent years, it has seen significant changes, including updates to the Livingston Square Shopping Center (9580 Livingston Rd). Several major development projects are either proposed (Adventist HealthCare Hospital, 7707 Kaydot Road, NRI-214-2022) or approved within the study area or proximate to it, including the Broad Creek Townhouses at Henson Creek Transit Village (9600 Oxon Hill Road) and an approved preliminary plan of subdivision for 140,896 square feet of industrial development at 9405 Livingston Road. At present, there is no coordinated design approach by any developer for the corridor, and the community is concerned the cumulative effect of these projects and, the lack of a unified aesthetic, will negatively affect the area’s overall appearance and functionality.
The 2006 Approved Henson Creek-South Potomac Master Plan provides a set of robust recommendations for the “Henson Creek Transit Village” within which is included the study area. The plan envisions the village as a “main street” corridor that supports pedestrian accessibility, a vertical mix of residential and commercial uses, and an overall architectural character that reflects the corridor’s role as a gateway to the Broad Creek Historic District. This design charrette supports the implementation of the goals, policies and strategies specific to the Henson Creek Transit Village as proposed in the master plan.
Project Goals:
- · Establish a Comprehensive Understanding of the Corridor – Assess existing plans, studies, and stakeholder perspectives to inform future planning efforts.
- · Foster Community Engagement and Collaboration – Facilitate a design charrette to gather input from stakeholders and explore opportunities for corridor enhancements.
- · Create a Vision for Future Development – Develop conceptual designs and visual renderings to guide future improvements and support a cohesive planning approach.
