Minor Amendment to The 2004 Gateway Arts District Development District Overlay Zone


District Council Approval

On September 24, 2019, the District Council adopted Council Resolution CR-78-2019 by a vote of 11 to 0.This resolution approved a minor amendment to the Development District Overlay Zone for the Prince George’s County Gateway Arts District, as a final action by the District Council in accordance with prescriptions of local zoning laws. The action concluded the minor amendment process for the Gateway Arts District as stipulated in Section 27-642 of the County Zoning Ordinance.

District Council Worksession

The County Council held a worksession on CR-17-2019 on June 18, 2019, to receive staff’s analysis of public testimony received at the Joint Public Hearing.

Planning Board Endorsement

On May 30, 2019, the Planning Board adopted PGCPB No. 19-69, endorsing the proposed Minor Amendment and transmitted its findings and recommendations to the District Council.

Planning Board Worksession

Staff presented its analysis of testimony received at the Joint Public Hearing and prior to the close of the public record on May 15, 2019, to the Prince George’s County Planning Board’s worksession on May 30, 2019. 

Public Hearing

On Tuesday, April 30, 2019, the Prince George’s County Council and the Prince George’s County Planning Board held a joint public hearing to receive public testimony on CR-17-2019 (Minor Amendment to the Gateway Arts District DDOZ). Staff received verbal testimony from seven (7) residents at the hearing and written testimony from twenty (20) residents, prior to the close of the public record on May 15, 2019. Of these testimonies, twenty-two (22) opposed CR-17-2019 and seven (7) supported.  

Planning Board Initiation

On Thursday, March 14, 2019, the Planning Board initiated the Minor Amendment process pursuant to Section 27-642 of the Zoning Ordinance for the proposed minor amendment to the Gateway Arts Development District Overlay Zone.

District Council Initiation

On March 5, 2019, the Prince George’s County Council, sitting as the District Council, adopted Council Resolution CR-17-2019, directing the Prince George’s County Planning Board to initiate a minor amendment to the Gateway Arts District Development District Overlay Zone, in accordance with Section 27-642 of the County Zoning Ordinance. This minor amendment will update the Overlay Zone’s Table of Permitted Uses to permit Urban Farms in the Traditional Residential Neighborhood (TRN) character area.
