The 2026 Approved Central Avenue-Blue/Silver Line Sector Plan and Sectional Map Amendment establishes a new sector plan for portions of Planning Areas 72, 75A, and 75B. The approved plan fully replaces the 2008 Approved Transit District Development Plan for the Capitol Heights Transit District Overlay Zone and amends portions of the 2014 Plan Prince George’s 2035 Approved General Plan (Plan 2035), as well as other applicable countywide functional master plans.

Developed between May 2023 and August 2025 through an extensive public engagement process, including meetings, workshops, and feedback from residents, property owners, business owners, public agencies, and other stakeholders, the plan establishes a long-term vision for the Central Avenue-Blue/Silver Line area. It sets forth goals, policies, and implementation strategies organized around targeted focus areas and the eight planning elements of Plan 2035. The approved sectional map amendment provides the zoning framework necessary to implement the plan’s recommendations.

The plan prioritizes directing residential and mixed-use growth to Plan 2035-designated Centers and neighborhood-serving commercial areas while promoting transit-oriented, walkable, and pedestrian-friendly development. It also emphasizes environmental stewardship, community reinvestment, economic development, and multimodal transportation improvements. A comprehensive implementation framework identifies key actions, partnerships, funding opportunities, and timelines to guide growth, development, and revitalization throughout the Central Avenue-Blue/Silver Line area over the next 20 years.
