Subdivision Applications
The Subdivision Section processes preliminary plans and final plats of subdivision, reservation and vacation plats. Subdivision approvals result in the creation of thousands of new lots per year. Preliminary plans are reviewed to ensure that adequate public facilities are available, or will be available in the future, to serve the proposed development. Final plats, reservation plats, and vacation petitions include all pertinent engineering data necessary to locate every street, lot, block, and boundary on the ground.

Conservation Sketch Plan (SKH)
Conservation Sketch Plans are used to inventory and prioritize site features for conservation for a tract of land. Site features may include but are not limited to scenic, historic, environmental, and agricultural characteristics. A Conservation Sketch Plan is required as a prerequisite to filing a conservation subdivision.

Preliminary Plan (PPS)
The first official step in the subdivision process consists of reviewing a Preliminary Plan of Subdivision. A Preliminary Plan ensures that adequate public facilities are available, or will be available in the future, to serve a proposed development. Determination of adequacy is made for park facilities, environmental impacts, transportation facilities (vehicular, pedestrian, and bicycle), fire and rescue facilities, police facilities, public water, and sewer facilities. The subdivision analysis also includes evaluation of the design criteria set forth in the Subdivision Regulations, Zoning Ordinance, and applicable master plans. The Planning Board or Planning Director determines adequacy based on an analysis of information generated by staff, submitted by the applicant, and/or submitted by the agencies responsible for building required facilities or supplying the necessary services.

Variation
In some cases, extraordinary hardship or practical difficulties may result from strict compliance with the Subdivision Regulations. In such cases, the Planning Board may approve an alternative proposal provided that certain findings are made, as stipulated in the Subdivision Regulations. Such alternative proposals are known as variations and should not be confused with Zoning variances. Variations are only filed as a companion request to a subdivision application requiring conformance to the Subdivision Regulations. Under the new Ordinance, applicants may request variations to lot depth, cemetery requirements, private streets and easements, and public utility easements.

Vacation Petition (VPT)
Recorded plats of subdivision may be vacated (abandoned) upon petition by the owner of the property. Minor vacations are those that seek to vacate only unimproved roads and/or alleys provided there is no opposition from adjoining property owners. Major vacations are those that seek to vacate platted properties and/or improved roads and/or alleys.

Final Plat (FPS)
Final Plats are the final detailed drawings (to scale) of a tract of land, depicting the proposed division of the tract into lots or parcels, blocks, streets, or other areas within a proposed subdivision. Final Plats include all pertinent engineering data necessary to locate every street, lot, block, and boundary line on the ground. Final Plats must conform with the approved Preliminary Plan of Subdivision and Detailed Site Plan, if applicable.

Certificate of Adequacy (ADQ)
The Certificate of Adequacy (ADQ) is a new process that confirms necessary infrastructure is built at the same time or prior to the proposed development. A Certificate of Adequacy is reviewed during the Preliminary Plan of Subdivision phase and is certified by the Planning Director prior to Planning Board review of the Preliminary Plan. The request for a Certificate of Adequacy is submitted concurrently with the Preliminary Plan of Subdivision application.

Subdivision Ordinance Interpretation (SOI)
Subdivision Ordinance Interpretation (SOI) is a new process to provide formal written interpretations of any provision of the Subdivision Regulations. Interpretations may be of either the Subdivision Regulations text, Subdivision Standards, compliance with conditions of approval, or other provisions in the Subdivision Regulations. SOIs may be initiated by any person having a contractual interest in land in the County.
